Melbourne homelessness spike funding boost victorian government: Turnbull | Senate committee warns Abbott it faces constitutional crisis as Turnbull reneges on election promise to return mining tax cuts<br><br>Housing minister says she has reached "the threshold" of seeing her budget bill pass the Senate<br><br>Immigration minister argues asylum seekers 'hurt more Australians than they are willing to pay'<br><br>Prime Minister Malcolm Turnbull says he 'wants the debate to get out of our control' and urges his government not to get in the way of the budget debate<br><br>A new study suggests that Australia is becoming increasingly more dangerous.<br><br>The Commonwealth Secretariat for  [https://www.inhoangduy.com/ 바카라] Economic and Social Issues released its analysis on 'The Australian's national crime data in 2012'.<br><br>The report finds that Australia's annual crime rate grew from 6.1 in 2010-2011 to 8.5 in 2012-2013, with more than 100,000 criminal incidents occurring in a given night.<br><br>A review of the 'State of Australia 2011' document by the Home Affairs Committee also found that the numbers of arrests across Australia had declined, meaning more people were arrested each year.<br><br>The Home Affairs Committee's national report shows the nation has become less safe<br><br>The report warns that the Commonwealth Secretariat noted that only 20 per cent of the total amount paid in Crime Bill 2013 went towards combating violent crime – a decrease from 37 per cent in 2010-2011.<br><br>In fact, when Crime Bill was first introduced, it increased the penalty for stealing by $15 for people receiving the maximum penalty for violent crimes.<br><br>It is the sixth time that this new Crime Bill is introduced to parliament – and the sixth time that the Government has had to intervene in order to find funds to keep the budget bill moving.<br><br>The report states:<br><br>"The average adult arrest in 2012-2013 was 585 per year; the average jail term was 2,566 days; and the total amount paid by the states, territories and territories (Tasmania) was around $5 billion in 2012-2013.<br><br>"This was about $60 per person per night – a rate of pay that is currently comparable to the national rate."<br><br>The study suggests the Crime Bill and other violent crime bills is not working because it takes away important community safety policies, including drug treatment.<br><br>The report notes that the changes in funding for community safety programs in the Crime Bill, and the Government's use of budget cuts as the reason for cuts, was seen as a key reason why drug usage dropped from 6.6 percent of the population to 5.2 percent in the year of the Crime Bill, which is the equivalent of 593 people per day and a staggering $60 per person per night."<br><br>The report also states:<br><br>"A lack of fundin
